British Broadcasting Corporation Gaza Documentary Deemed a 'Major' Breach of Media Rules, Says Ofcom

The BBC was found to have committed a "significant breach" of broadcasting rules by not revealing that the narrator of a film about Gaza was the son of a Hamas representative, as ruled by regulatory body Ofcom.

An inquiry by the broadcasting watchdog into the documentary titled Gaza: How to Survive a Warzone has determined that the documentary was "substantially inaccurate".

The chief executive of the broadcaster had earlier expressed regret, stating there had been "a major oversight in relation to factual correctness".

The regulator has instructed the broadcaster to transmit a evening announcement about its decisions.

"Since this amounts to a major infringement of our rules, we are ordering the broadcaster to transmit a message of our conclusions against it on BBC Two at 9pm, with a timing to be determined," the statement read.

'Risk to Undermine Trust'

The authority's statement declared: "The inquiry we conducted concluded that the programme's failure to disclose that the narrator's parent held a position in the Hamas-run administration was substantially inaccurate.

"Consequently that the public did not have essential details which may have been extremely pertinent to their evaluation of the narrator and the information he provided.

"Trust is at the center of the connection between a media organization and its viewers, notably for a state-funded media outlet such as the British Broadcasting Corporation.

"This error had the possibility to undermine the exceptionally strong levels of confidence that the public would have placed in a documentary produced by the BBC about the Gaza conflict."

The film was withdrawn from the online platform in February after the narrator's family links emerged, and in the month of July an internal BBC review determined it violated the organization's content policies on accuracy.

A BBC spokesperson commented: "The authority's determination is in line with the results of the internal assessment, that there was a major oversight in the programme in relation to the BBC's Editorial Guidelines on factual correctness, which corresponds to Rule 2.2 of the authority's broadcasting regulations.

"We have apologised for this and we accept the regulator's ruling in full. We will adhere to the sanction as soon as the schedule and wording are determined."
